Castle Vale HAT was managed by a Board of 10 people who were appointed through The Office of the Deputy Prime Minister (ODPM). The Board was made up of five independent members, four residents and three nominations from Birmingham City Council, the Local Authority.

In addition, two members of the elected residents body - the Tenants and Residents Alliance (TRA) and a member of the Board of Castle Vale Community Housing Association (CVCHA) sat at Board meetings and took part in the business of the Board, without voting rights.

An extensive number of Sub Groups and Committees were established, which were invaluable in helping to develop policies, procedures and strategies across the whole range of the HAT's work.

Examples of Sub Groups are, Development, Housing and Estate Management, Employment, Education and Training, Community Health and Leisure and Environment. In addition, there were steering groups and working parties covering succession issues, community arts, drugs and substance misuse, early years strategies and many others. Finance and Audit Committees also met regularly.

Each of these groups was made up of HAT Board members, HAT staff, appropriate partner agencies and a number of resident representatives, with up to 6 places reserved for TRA members.

Reports to the HAT Board were expected to have first been considered and approved by the appropriate sub and work groups.

Staff Structure

At the end of 1993, the HAT had one full time member of staff and this rose to its maximum of 137 in 1998\99. These numbers fell year on year until the work of the HAT ended in March 2005.

The organisation was split into four Directorates as follows:

  • Housing: Previously the largest department, the team has by and large been transferred to CVCHA. Functions relate to the landlord role of rent collection, repairs and managing the stock. Other key elements include community lettings, encouraging diversity of tenure and tackling neighbourhood nuisance and related problems.
  • Development: Manage the physical programme on Castle Vale and also the neighbourhood strategy consultation with residents.
  • Economic and Community Development: Manage the full range of initiatives from jobs and training, to environment, community, health and leisure.
  • Finance: Includes a small IT department.
  • In addition, a Corporate team provides support to the Chief Executive and Board and includes Personnel and PR functions.
